Failed Mugging Contracts question?

Ok, maybe I'm missing something. But I have two quick questions about failed muggings.
1) How is the amount of exp you get from them determined? Lvl, speed? Some combination of the two?
2) On the failed mugging contracts page, what does max lvl have to do with anything? If level has something to do with the amount of exp, wouldn't it make more sense to have a min lvl? I'm just a little confused.

1. higher level minus lower level multiplied by ten. ( your speed must be lower than the one whom you are fail mugging)

example :

a level 15 is fail mugging a level 30

30- 15 = 15 x 10 = 150 exp.

So the level 15 player gives 150 exp for doing a fail mug on a level 30 player


2. Max level , if it says max level is 16.. only players from level 6 to 16 can accept such contract.
